The Constitution of isimangaliso Birding Co-operative needs to be very comprehensive and extremely simple to understand, because many of the envisioned  members may be illiterate or semi literate, as the education factor in the rural areas Of Umkhanyakude District Municipality is very poor. This constitution must look after the interests of many individuals who will each be running their own  businesses, as well as collective groups and the Co-operative itself taking into account the very diverse needs of the tourism industry as a whole.

Mechanisms need to be in place to protect each member, and at the same time be balanced with the ability punish any offender in an open and acceptable manner. 

 The constitution of isimangaliso Birding route is currently (March 2005) under development and will conation the following sections when completed:
